Staff spent the majority of their time on repetitive administrative tasks: verifying registrations, running draws manually, updating assignment records and communicating results one participant at a time. The process was slow, prone to mistakes, and expensive to operate at scale.

What we did
Every step from registration through draw execution to unit assignment was documented — including edge cases, approval gates and communication touchpoints. This became the specification for the application.
Participant registration, eligibility verification, automated draw execution and assignment tracking were consolidated into a single platform. Staff and participants interact through role-based interfaces designed for the specific workflow.
Result communications, status updates and audit trails that previously required manual effort now run automatically. Every action is logged, giving Monest a complete record for compliance and dispute resolution.
The application was introduced in stages, with staff trained on each module before the next went live. Manual processes remained as fallback during transition, then were retired as confidence in the system grew.
The results
Seventy percent of the manual work in the lottery process is now handled by the application. Operating costs dropped 40%, driven by reduced staff time per cycle and fewer errors requiring rework. Participation improved because the registration and results process is faster and more transparent.
